For 26 years, the unsolved death of a Maplewood woman has been making headlines. Barbara Winn was shot to death and her ex-boyfriend - Aaron Foster, of St. Paul Police Dept. - claimed it was a suicide. No one was charged in the case. Now, new developments have been formed.
