There’s a bit of a twist in the race for Ramsey County sheriff that involves former Saint Paul Police Chief Bill Finney and a cold case. Finney suspects renewed attention to the 1981 shooting death of a friend is politically motivated, but his opponent Ramsey County Sheriff Bob Fletcher says there’s nothing at all political about it. There’s no disputing that Barbara “Bobbi” Winn died of a single gunshot wound to the chest inside her Maplewood townhome in May of 1981. What’s at issue, for her family and sheriff’s investigators, is whether she took her own life or was murdered. Winn’s family refuses to believe the 38-year-old club disc jockey and mother of three shot herself 25 years ago. “I don’t have a preconceived idea of what should happen,” her younger sister Bernadette Johnson told KARE-TV Wednesday… Johnson says she’s most disturbed by the account of the shooting given at the time to police by Winn’s boyfriend, Aaron Walter Foster Sr. Foster told officers he heard a gun shot and ran into the Winn’s room. According to the report, Foster said “the victim said ‘I just shot myself’ and told Aaron to get rid of the gun”… According to the same reports, Barbara Winn’s children who came into the room after hearing the gun shot, said she was still alive but was unable to say anything as she struggled to breath. “Doesn’t make any sense because she could not utter a single word to any of her three children that came in there,” said Bernadette Johnson, “But she had enough breath to tell him what to do with the gun after she killed herself? That’s ridiculous”… Former Chief Finney’s name also comes up in the police reports because he knew both the victim Barbara Winn and her boyfriend, Aaron Foster. “I was incredulous. I couldn’t believe that she had died,” Finney told KARE-TV Wednesday, explaining why he attended part of the autopsy in 1981… Finney says he made no effort to interfere with the case or influence the outcome… Finney conceded it doesn’t sound right on the surface… Aaron Foster, who now works at Saint Paul’s police impound lot as a civilian employee, was not available for comment…

Pre-Trial Begins for Man Indicted in 26-Year Cold Case

Barbara Winn died of a gunshot wound 26 years ago. Now, family members and the Ramsey County Sheriff is trying to get the case moving.

Aaron Foster - of St. Paul Police Department & personal friend of SPPD ex-chief Bill Finney - appeared in court Thursday to answer charges that he murdered girlfriend Barbara Winn in 1981… On that day in May 1981, Barbara and Aaron got into a fight at a St. Paul bar. Upon returning home, they argued, and Barbara was shot. Barbara’s children reported seeing Foster flee the town home that night, tossing the gun. Maplewood Police lost the physical evidence in the case. Police believe the evidence was lost when they moved to a new station house. Defense attorney Earl Gray says police intentionally destroyed the evidence, because modern forensics could clear his client… Winn’s children believe she intended to leave Foster the night she was killed. The defense is pushing for other statements to be tossed out before the trial. Foster has been accused of abusing and threatening other wives and girlfriends in the past. The pre-trial will resume Monday.

The verbal sparring ramped up again Tuesday in the Ramsey County sheriff’s race, as two veteran lawmen battled to set themselves apart in the voters’ minds. Step one foot across the Ramsey County line and you’ll see them. [Bill] Finney and [Bob] Fletcher lawn signs have sprung up like wild flowers, often sharing space in the same yards… What didn’t come up in the debate, but did make the front page of the St Paul Pioneer Press again was Finney’s relationship with boyhood friend Aaron Foster and the Maplewood cold case homicide from 1981… Foster was questioned in the 1981 shooting of girlfriend Barbara Winn but never charged… Finney, at the time a sargeant on the Saint Paul force, attended part of Winn’s autopsy. He had been friends with both Winn and Foster and said he wanted to know for himself how she died. In August Fletcher asked County Attorney Gaertner to convene a grand jury to review the case. Citing a conflict of interest, namely her support of Finney’s campaign, Gaertner bounced the case to Anoka County. The Anoka County Attorney’s office is still reviewing the case… “To believe that you’d have to believe that a junior sergeant in the St Paul police department — one of 120 — could influence detectives in another city, the chief of police there, the medical examiner and the assistant county attorney,” said Finney. “And say ‘Do a favor for my buddy, don’t charge him with murder.’ That’s what you’d have to believe in order to think I influenced that… My opponent may wish he was running against Mr. Foster. He’s running against Bill Finney. And I’ll stand on my record. If there’s some new evidence that says Mr. Foster was culpable in this incident, I support the investigation and a prosecution”… The Pioneer Press Tuesday reported on a 1985 case, saying Foster’s estranged wife at the time accused him of pointing a gun at her head. The newspaper cited a police report that then-Lieutenant Finney spoke to assistant Ramsey county prosecutor James Konen about the case. Foster was never charged… Foster, now a civilian employee of the police department, has referred all questions to his attorney…. The Pioneer Press quoted several current and former officers as saying Aaron Foster, after being hired by the police department in 1998, relied on his friendship with then-Chief Finney to settle job disputes and fend off disciplinary actions. After the debate Tuesday Finney flatly denied those allegations. “Not at all!” he said, “And in fact, one of the cases talked about in the paper about a woman officer having to sue they both were given the same punishment. Their punishment was an oral reprimand.” The woman in question, Sgt Ann Bebeau, sued the City of St Paul, the department and Finney alleging the chief had allowed Foster to harass and interfere with officers. Finney and the department were later dropped as defendants in the case. The Pioneer Press Bebeau received $1,620 in damages and attorneys fees from the City….

As I post this it’s anticipated that the jury will most likely decide today the outcome. No matter what the outcome, MUCH good has been accomplished in this 1981 cold-case coming finally to trial. Others have been inspired to press on to be heard for their loved one, domestic violence awareness has increased, and now people in the Twin Cities know a lot more than they did about the inner workings of what happened back then. Had evidence not been withheld from trial, I’d have no doubts about the ruling - but as it stands - no matter what - Barbara’s worth has been shouted, finally, from the mountaintop.

It’s been 27 years since Barbara (Bobbi) Winn was killed by a single gunshot wound to the chest at her home in Maplewood. It’s been almost two years since the Ramsey County Sheriff’s Office took up the cold case, and it’s been 7 1/2 months since Winn’s boyfriend, Aaron W. Foster, was charged with third-degree murder in connection with her death.

Maplewood Police were called to Winn’s town home shortly after midnight May 8, 1981.

He told the 911 operator that Barbara “took his gun from (him) and shot herself.” An hour later, he told detectives he was downstairs in the kitchen when she shot herself. Now, he was again saying he witnessed the shooting, just coming in the door as Barbara pulled the trigger.

But Winn’s children Randy, Tyrone and Tammi told police that they had heard Winn and Foster arguing, and saw Foster running out of the bedroom moments after hearing a gunshot.

Foster has maintained that Winn’s death was a suicide. He was not charged until November 2007 when a grand jury handed up an indictment

Bill Finney, the former police chief of St. Paul, Minn, was a close friend of Barbara Winn and Aaron Foster. Bill Finney was present at Barbara’s autopsy the day after she died.

There have been many eye-brow raising questions concerning this friendship and the lack of investigation in this case.

Fresh developments in the 1981 murder of a Minnesota mother when a grand jury charged a former boyfriend with killing his girlfriend. Investigators say Aaron Foster shot Barbara Winn at the home they shared in Maplewood more than 25 years ago… “How do you shoot somebody unintentionally and then run and throw the gun, doesn’t fit together for me in the scheme of things,” Bernadette Johnson, the victim’s sister. “It’s a huge step, we’ve waited a long time for this day,” said Patty Bruce, the victim’s sister-in-law… The judge let Foster go without posting any bail, saying he has demonstrated he won’t flee…
